There are a couple of ways at looking at this question. First of all, the Wine Institute direct shipping portal is a great place to get information on the permit requirements for direct shipping. Click into each state and look at the Relevant Documents section for links to the forms. Also, there are a good number of compliance consultants that specialize in doing direct shipping permitting.
